SERC and CADT Sign MOU to Promote Innovation and Development of Digital Technology in the Securities Sector in Cambodia

The Securities and Exchange Regulator of Cambodia (SERC) and the Cambodia Academy of Digital Technology (CADT) signed a Memorandum of Understanding (MOU) on September 2, 2026, to Promote Innovation and Development of Digital Technology in the Securities Sector in Cambodia. 

The signing ceremony was presided over by H.E. Sou Socheat, Director General of the SERC, and H.E. Dr. Seng Sopheap, President of the CADT. According to a press release issued by the SERC, the MOU signing aims to establish a cooperative framework to promote innovation and digital technology development in Cambodia's securities sector, in order to make it more progressive, inclusive and secure. 

The cooperation focuses primarily on researching and testing new technologies, such as blockchain and artificial intelligence (AI), to support automation, operational modernisation, regulatory efficiency enhancement, and productivity growth. Additionally, the partnership emphasises capacity-building initiatives for SERC officials to foster creativity in regulating and developing the Cambodia's securities market. 

Following the signing of the MOU, both institutions co-organised a Workshop on "The Use of Artificial Intelligence (AI) and Advanced Digital Tools to Enhance Work Efficiency and Risk Management in the Securities Sector" at the Non-Bank Financial Services Authority (FSA) Building. 

The workshop aimed to raise awareness and build digital literacy among SERC officials and staff from regulated entities, in alignment with the Cambodian government's digital transformation vision. The workshop also highlighted key strategies for selecting and implementing AI tools tailored to specific operational needs, driving workflow automation, enhancing productivity, and fostering safe and effective innovation that benefits individual performance, institutional efficiency and society as a whole. 

During the workshop, H.E. Sou Socheat stated: 

“The collaboration between the SERC and CADT is a testament to our shared commitment to driving innovation and digital modernisation in the securities sector. While harnessing the benefits of digital technology, we must also ensure that the risks and threats associated with digital transformation are effectively identified and managed. Today's workshop serves as a concrete example of translating the cooperation into action to strengthen the resilience, sustainability and security of digital modernisation in Cambodia's securities sector. This effort builds a foundation of trust among the public and investors while propelling the growth of Cambodia's digital economy.”

H.E. Dr. Seng Sopheap also highlighted:

“Our two institutions have been cooperating since 2021. However, today marks a new chapter that formalises our partnership under a unified framework aimed at advancing financial technology and developing digital human resources. Notably, this agreement provides CADT undergraduate and master's degree students with internships opportunities at the SERC, serving as a bridge between education, research, and practical application to generate new knowledge, skills and foster innovative ideas that contribute to the growth of the Cambodia's securities sector.”
