Japan to Dock First at Renovated Ream Naval Base, Affirms Senate President Hun Sen

Senate President Hun Sen announced that Japanese ships would be the first to dock at Cambodia’s Ream Naval Base following the completion of its renovations. He shared this during a meeting on Friday with Akiba Takeo, Japan's National Security Advisor and Secretary-General of the National Security Secretariat.

“Cambodia will allow Japanese ships to dock first at Ream base once construction is complete,” Hun Sen stated, expressing gratitude to Japan for its contributions, including the Japan Self-Defense Forces' (JSDF) participation in United Nations peacekeeping operations in Cambodia in 1992.

Hun Sen emphasized the strong and growing partnership between Cambodia and Japan, particularly in national defense, reflecting their comprehensive strategic alliance. He commended Japan’s role in the region, highlighting its respect for ASEAN centrality and its balanced approach to regional interests.

Support for Regional Strategies

Hun Sen noted that Cambodia supports regional strategies that adhere to three principles: promoting peace and cooperation, avoiding becoming a tool against any nation, and respecting ASEAN centrality. He pointed out that regional tensions often stem from distrust and external interference, leading to military build-ups and arms races.

He also thanked Japan for its longstanding support in Cambodia’s development, particularly in infrastructure and logistics, such as the Sihanoukville Autonomous Port. Hun Sen encouraged further dialogue and cooperation between Japan and China to foster mutual trust and stability in the region.

Japan’s Commitment to Cooperation

Akiba Takeo commended Hun Sen’s leadership in achieving peace and stability in Cambodia, praising the country's progress after its tumultuous history. He highlighted the deepening relationship between Cambodia and Japan, especially in security and development sectors.

Akiba shared Japan’s revised national security strategy, which emphasizes constructive dialogue with partner nations and major powers, including China. He affirmed Japan’s commitment to working with Cambodia, ASEAN, and global powers to enhance regional stability and prosperity.

Shared Vision for Peace

Hun Sen expressed alignment with Japan’s strategy, reiterating the shared goal of maintaining peace as a foundation for discussing democracy, human rights, and development. Both leaders exchanged views on global issues, including the Russia-Ukraine conflict, and agreed on the importance of dialogue for resolving international disputes.

Ream Naval Base Completion

Maly Socheata, spokeswoman for Cambodia’s Ministry of National Defence, noted that the Ream Naval Base is currently under construction and unable to accommodate foreign ships. However, once completed and fully operational, Cambodia will welcome visits from friendly nations and development partners.

The strengthening ties between Cambodia and Japan underscore mutual respect and cooperation, fostering regional peace and development.
