Cambodia’s Defence Ministry briefed military attachés from 22 countries, and members of the ASEAN Observer Team, on the Cambodia-Thailand border on 3 September 2026. Officials said the meeting was meant to explain Phnom Penh’s account of the ceasefire. Government spokesman Pen Bona said Cambodia is still following the joint statement signed on 27 December 2025.
The session was held at the ministry headquarters in Phnom Penh. Attachés from the United States, Russia, China, Japan, France and India were there, along with several ASEAN states. Officials said ASEAN observers continue to watch how the ceasefire is carried out.
The briefing followed earlier talks at the Cambodian Mine Action Centre, where director general Heng Ratana spoke to foreign attachés about cluster munitions. Thai spokesman Prapas Sonjaidee has said Cambodia fired first. Phnom Penh rejected that claim and said Thailand launched the first assault.
Pen Bona said attacks hit civilian areas inside Cambodia, with casualties, damaged property, and people forced from their homes. He said Cambodia remains committed to the ceasefire terms, including no attacks on civilians and no troop movements toward the other side’s positions.
Border work is supposed to continue through the Joint Boundary Commission, with priority for places where civilians live. The statement also called for the safe return of displaced people.
